User story #3869: Integration of CFEngine 3.5.* into Rudder
Remove the comma after the promisers and attribute 'owners' of body copy_from in the initial promises

Description
Like said in #3869, comma after promiser and attribute 'owners' in body copy_from are not compatible with CFEngine 3.5.
They have been removed from Techniques in order to be able to migrate from 2.4, 2.6 or 2.7 to 2.8 but to be able to install Rudder 2.8, the initial promises should be fixed too.
