The check for root server unicity is a too strict

Description

For 2.8, when we'll have relay server, we'll need to declare them a PolicyServer
There is a check in Rudder for RootServerInicity, that checks that there are not several Policy Servers
It should only check that there are not several policy server with themselfs as policy server

(this check prevent the webapp from starting)
