Description

Rudder upgrade is not launched on rudder-webapp installation on RPM based systems

This was introduced in #3725

Rudder-upgrade should be run on every install, to handle the case where the rudder was removed (maybe not cleaning old file) and reinstalled later with a new version (and so we need to update the old files)

Initial issue:

Rudder-upgrade is launched on rudder-webapp installation on Debian.

There is no need to run it on first install
