Something changed in reporting here with CFEngine 3.5, I will look into this.
SO you confitrm that package are correctly removed? and that it's only th ereporting that is messed up ?
It's more or less removed:
# dpkg -l | grep ply | grep text
rc plymouth-theme-ubuntu-text 0.8.2-2ubuntu31.1 graphical boot animation and logger - ubuntu-logo theme
- Status changed from New to 8
- Assignee changed from Vincent MEMBRÉ to Nicolas CHARLES
The package is correctly removed for me, but indeed I don't get reporting afterward
- Target version changed from 2.8.1 to 2.8.2
- Subject changed from Package removal on Ubuntu in No Answer state in 2.8 to Package removal in No Answer state in 2.8
- Status changed from 8 to In progress

This bug is fixed in CFEngine master (future 3.6.*) but was never backported to the 3.5.* series. It applies to all OS, not just Ubuntu (title updated).
I will backport this patch to include in our build of rudder-agent.
