Add bundle to enforce content of a file (erase what is not defined)

Description
It is not possible actually to enforce the content of a file except by copy of a file. If we have little number of lines to add to a file but we want to ensure that only these lines are there, it would be great if we can edit by CFEngine edit_line bundles.
There are bundles to add or remove lines but this is not sufficient.
