Description
When you create a Directive and unfortunaltely you make mistake, if workflow are enabled a change request is created.
Since the Directive is not applied, it's a lot of time spent on checking those change that would not be applied.
Maybe if we checked before that the Directive is not applied by any Rule or if there is a change request that would apply this Directive to a Rule
