It is not possible to use 'rudderify_techniques" with techniques written into /var/rudder/configuration-repositories/ncf

Description
There are two folder to have MetaTechniques in Rudder with ncf: /usr/share/ncf (populated by ncf package) and /var/rudder/configuration-repositories/ncf (development folder). To be integrated into Rudder, these MetaTechniques should be "rudderified" by the use of the tools ncf_rudder.py.
The problem is that rudderify_techniques is only searching for MetaTechniques into /usr/share/ncf whereas most of MetaTechniques are created by user and added in /var/rudder/configuration-repositories/ncf.
