Rudder 2.10 will not support upgrades from any version older than 2.6.*
Description
Rudder 2.8 and 2.9 supported upgrading from Rudder 2.4.x, 2.6.x or 2.7.x.
Since 2.4.* is now deprecated, Rudder 2.10 will only support upgrading from 2.6.x+.
This meta-ticket is to remove all the (now) unnecessary code to support upgrading from pre-2.6.

This meta ticket is to cover removing any now useless code for migrations from versions pre 2.6.
François, do you know of any in the Scala side of things? If so, could you create a sub ticket here and remove the code?
I will also look into the rest of packaging and techniques.

Maybe some xml migration ? from file format 2 to 3 ?
