Technique 'Group management': Add an option to enforce group content

Description
In latest version of groupManagement Technique, the content of the group is always enforced, but sometimes we want to keep the group as it was.
This version 3.1 of usermanagement add an option (checkbox) to choose if the group content needs to be updated.
