Description

As explained by Alex in http://www.rudder-project.org/redmine/issues/4498 , Promox don't support the arguement "nlwp" in vzps, but does support it's sibbling "thcount", which are synonymous, and works on every other systems with vzps

The patch was for Rudder 2.8, setting this to small as it has (at least) to be rebased and checked against recent CFEngine releases. Plus Proxmox now uses LXC, and openvz version is probably not supported anymore.
