Let rudder-agent handle the logrotate files instead of packages

Description
We should let Rudder itself handle the logrotate files, and just make the packaging clean them up in case of a deinstallation.

The PR looks OK to me, but this is in no way a bug. It works just fine currently. So, please make this into a User story (meta), with sub-tickets (you can just make this ticket a sub-ticket, since there is already a PR, and add the meta ticket).
However, 2.10 is now in feature freeze, so this will not be merged until the first release has been made and the 2.10 branch has been created (next week). Please keep it open, so that is is managed then.
