A race condition may occur during rudder-server-root initialisation

Description
The initialisation script can trigger race condition, as it:
- starts the agent
- restarts rudder-agent
- starts slapd
- starts jetty
so, the second may kill the first
the third and fourth may be restarted by the second
- Status changed from 8 to Pending technical review
