In Rule grid, mouse hover on "Not applied" Rules display a wrong tooltip

Description

If we hoover a "Not applied" status in the Rule Grid, in place of the explanation about why the rule is not applied, we get a copy of the line, which is absolutly not what we want.

Appears at least in 2.9 and 2.10.
