Description

Following #4520, we also want to make the writting of logs enable or disabled thanks to the UI.

So, we have to 1/add a section in the UI to ask for the user if he wants logs go to all.logs, 2/add some system variable to hold the choice, and 3/ build a technique which configures syslog accordingly.

1/ will need to decide with Jon about the actual UI to implement.
