closedRudder standard installation should only include an admin user by default
Description
Demo users for Rudder (jon.doe, etc) should not be enabled in production installation.
They could be commented out so that one has example about how to fill the file.
In a normal installation, we should only let one admin user, with a password overridable at installation time.

I'm removing a bunch of text from this file to point at Rudder's documentation, but I notice that the documentation is incomplete about role management (there are no examples). I'm adding this to the documentation as part of ticket #4960
