policy_server.dat file is not read on Nodes if its size exceed 40 bytes

Description
When reading a policy_server.dat file, CFEngine may fail if the length of the file is equal or superior do 40 bytes.
We should raise this limit to a sensible value, 2048 would be a fair value for me.
