Following changes in #5025, we need to be able to define in the packaging where the reports should go(and also, where the inventories should go

More specifically, this ticket is to manage the contents of rudder-server-root.st that is used by the packaging "as is" with some sed replacements. It now contains an extra CFEngine variable that needs to be replaced.
