rudder-webapp: missing postgresql dependency

Hi,
/opt/rudder/bin/rudder-upgrade fails:
Installing : 1398866025:rudder-webapp-2.11.0.beta1-1.EL.6.noarch
[...]
INFO: Checking PostgreSQL service status............PostgreSQL service verification failed after 10 tries. Aborting the migration.
[...]
That's because the script calls psql, which isn't installed:
# rpm -qf /usr/bin/psql
postgresql-8.4.20-1.el6_5.x86_64
The missing dependency makes funny stuff happen, e.g. /var/rudder/ncf/common not being rsync'd and rudderpocalypse ensues.

Ouch. I thought this would be the case, but never ran into this in testing. I can only assume Ubuntu has psql installed by default for some obscure reason...
