rudder-agent package fails to backup rudder-server-roles.conf to /var/archives during installation

Description
It is because of a small mistake in the if condition of the copy, which is negated whereas it should not be.

The fix is incomplete and does not include the debian postinst part, needs fixing again.
Reverting the original fix.
