Inventory can only detect Nova or Community at one time, so one policy server with both, the agent keep changing

Description

We detect if we are Enterprise or Community based on the classes community or nova, and add the relevant info in the inventory
However, a policy server can have both, and each of the inventory he generated should have both agents. Currently each inventory have only one, and the configuration keeps changing from Nova to Community
