Missing dependency on net-tools for rudder-agent and rudder-thin

Description
The agent depends on /sbin/ifconfig (hard coded inside). However, it is not on minimal installs (Redhat or Fedora), so we need to specify it as a dependency, otherwise the agent fails to start

Apparently, it has always been mandatory, but it hasn't been an issue so far

This file seem to be part of net-tools in Debian, RHEL and SuSE, adding it as a dependency.
