Description
Here is the question
"Please enter the fully qualified domain name that will be used to access the web interface of the Rudder server (i.e rudder.example.com): "
It work on the standard setup, but in distributed setup the web interface is different from the endpoint.
The answer must be the endpoint name

After discussion, the question is not fundamentally wrong, since you must give the fqdn of the rudder-web component.
But this identifies the cfengine server and nor the webapp. For now it is still the same thing.
So we may not change the question.

This bug has been fixed in Rudder 2.11.0~rc1 (announcement , changelog), which was released today.
