ncf replace all files in /usr/share/ncf without exception which is non compatible with Rudder

Description
Rudder 2.11 use ncf but without changing the logger. The effect is that no report will go to Rudder application.
Rudder should change automatically this logger or document it.

Wrong comprehension of the issue. This is not the default configuration with Rudder since it has been fixed long time ago (#4249).
My problem is that I updated ncf after rudder-webapp, and ncf replace all files into /usr/share/ncf without exception. Then, the issue is about ncf and the solution should be to add ncf.conf as a configuration file.
