Description

It should be possible to use vanilla CFEngine in a Technique template file without error in Rudder, even if the CFEngine code contains "&&" (see #5283) or other Rudder internal syntax.

The first step for that is the use of ncf.io. And yes, vanilla ncf must be use to create Rudder Technique.

A solution could be to write a cfengine file that would not be modified by string template (as described in metadata.xml).
This file would contain a bundle with parameters.
As the main bundle should still be parsed through string template, write a mainFile.st that contain the usebundle call and some variables in && form from Rudder.
