Deleting a Technique from ncf-builder will not remove Technique from Rudder

Description

Deleting a Technique from ncf-builder interface will remove the Technique from interface and from /var/rudder/configuration-repository/ncf/50_techniques but the generated Rudder-compliant technique located in /var/rudder/configuration-repository/techniques/ncf_techniques/ will still be there.

Removing them will lead to #5203 if Directives are based on them but we should warn or do whatever to not let the Techniques in Rudder after a deletion.
