The Rudder logrotate configuration is not in sync between regular and initial promises

We need to resync the logrotate configuration and associated Technique.

Sorry.
The previous change was in #5486, linked to this ticket, with the purpose of using the right argument to notify the syslog daemon that it should be rotated.
I also noticed that the initial promises (suprisingly) were more up to date than the normal ones, I used them as a reference.
