ncf won't report twice with the same message even if necessary with CFEngine 3.6

Description
Consider the case where you replace twice line in the file /etc/my.cnf
With CFEngine 3.6, you'll get only one report that the line were repaired, because of

This does particularly breaks ncf report

i confirm that the logger-rudder is called several time, but reports don't make their way out
And even added a timestamp in the report, to kind of force it out, but it doesn't evaluate - at all

in cfengine 3.6.0-3.6.2 it is broken
