Description

In CFEngine 3.6.0 to 3.6.2, there is a bug in the promises evaluation : agent skips some evaluation in some complex cases.

We have two symptomns of this issues:
- Files are not deleted, in iteration, if there is an ifvarclass and a time condition
- Some reports may not be outputed

There are probably a lot of other symptomns.
