Description
For now, the ncf configuration file is hardcoded to be ncf.conf, which can be quite inconvenient if we want to have specific behaviour.
The goal of this ticket is to add possibility to have specific configuration file for ncf, and defaulting to ncf.conf

We may need to change the behaviour on enterprise or community edition
Long term goal could be to have a configurable config file, but for now, a config file for enterprise edition and one for community would be enough
