On Windows or AIX system, when using file_select with irange, we may have the error
fatal CFEngine error: in built-in FnCall irange-arg: Integer is out of range
and agent is stopped
This doesn't happen with cfengine 3.6.2, but seems to happen with 3.6.0 and 3.5.3

I do confirm that the issue happens in CFEngine 3.5.3 and 3.6.0
we need to backport (at least) https://github.com/cfengine/core/commit/bceebac827

backporting this single commit isn't enough

It also needs commit https://github.com/cfengine/core/commit/3d437b10b3, to have ANSI implementation of the system
