Description

We want to separate reporting from form in metadata.xml.
We want to be compatible with future multiinstance ncf techniques.
We want to be compatible with future multivalues in ncf techniques.

We will then be able to create ncf techniques metadata.xml with 2 kinds of section : sections with inputs and sections with reportkeys.
Sections with reportkeys will be dedicated to reporting and sections with inputs will be dedicated to form creation.

As a consequence we need a new element in <REPORTKEYS> to reference <INPUT> elements.
At first, <INPUT> elements will be single valued.
The new element will be called <REF>
