Bug #5322: When a node changes its policy server, the groups hasPolicyServer are never updated, and so the promises never make their way to them

When installing a rudder server, directive common is not applied on policy servers

Description

Policy generation on new servers does not work, the system group 'hasPolicyServer-root' does not include policy servers and thus does not generate common directive

This does not happen when migrating, because the migration process correctly migrate the group.
