The OpenSSL patches on old Debian rudder-agent packages try to use a SPEC file macro

Description
We need to replace:
+ cd SOURCES/openssl-source && make %{?_smp_mflags}
with
+ cd SOURCES/openssl-source && make
In the patches ! %{?_smp_mflags} has nothing to do here...
... and moreover, it breaks the build ( make2: *** No rule to make target `%{?_smp_mflags}'. Stop. )
