User story #1212: Replace Rudder 'home page' by an informative dashboard
Add Dashboard on Rudder Home page

Description
We should have:
- A new menu with number of rules/directives ...
- A gauge with global compliance
- A progress bar with detailled compliance
- A donut with compliance of all node
- small charts about OS distribution, agents versions, and machine type of all Nodes
We decided to use C3.js which make really pretty graphs http://c3js.org/
