Bug #5347: We can configure the Configuration Repository folder in the config file of the Web Interface , but the system Techniques are enforcing the location /var/rudder/configuration-repository

Update system Techniques so that they are not enforcing the location /var/rudder/configuration-repository for the configuration repository

Description

In the Web inteface parameter, we can change the location of the configuration repository, but technique are enforcing a specific path
This ticket is to use the new system variable CONFIGURATION_REPOSITORY_FOLDER
