For now, the pop-up opening is based on the first start of Rudder since supported.
But we want to open it some times after a given user start to the UI.
One way to do that is to use user login events, but: http://www.rudder-project.org/redmine/issues/6008
One other would be to have a the information stored somewhere, with the logic IF start store(user, date) ELSE read(user, date) and check date compared to now. Complettly ad-hoc, but rather dumb.
