Document migration from manually installed relays

Description
Since 3.0, we have a package for Relay servers, but the documentation at http://www.rudder-project.org/rudder-doc-3.0/rudder-doc.html#relay-servers does not talk about it.
The documentation must explain:
- how to install with the package on a new Relay server,
- how to migrate existing relay server to 3.0, using the package,
- how to configure postgresql authentication for rsyslog (see #5723)

This is done in #7266
- how to migrate existing relay server to 3.0, using the package,
- how to configure postgresql authentication for rsyslog (see #5723)
Looks like these still need addressing.
