Wrong reporting in Technique Enforce a file content if the file is not present

Description
If we try to simply to regexp replacement on non existing file, the reporting is absent on compontent File and Line replacement Regular expressions, as well as Post modification hook if one was defined
In version 5.0 and 6.0
the right solution here would be to detect if the file is there or not, and if not, and not planned to create it, then simply skip edition and report N/A

This bug has been fixed in Rudder 2.10.11, 2.11.8 and 3.0.2 which were released today.
