Unable to install Rudder agent if there is no rsync nor libpcre3 installed on the system on Debian

The title says it all
It happens at least with Rudder 3.0
- Project changed from Rudder to 34
- Assignee set to Matthieu CERDA
- Target version set to 2.11.8
Will need correction from 2.10 (rsync dep). libpcre dependency problem is from 2.11, and will be corrected during merge.
I'll remove the useless dependency on rsync (why ???) and use the way we run shlibdeps from rudder-inventory-ldap (same usage pattern)
