Add a section about ncf-builder and its integration wihin Rudder

Description
Documentation does not mention ncf-builder in rudder-documentation and it not explained either how it is organized.
It would take place in technique creation section. splitting it in two:
- with ncf-builder
- what is ncf-builder
- files hierharchy
- explain saving behavior
- by hand

This bug has been fixed in Rudder 2.11.17, 3.0.12 and 3.1.5 which were released today.
