In http://www.rudder-project.org/redmine/issues/6017, we avoided the promise generation for case where it was obvious that nothing may have changed.
Among these cases where the directive creation. But if we create a directive in Rudder 3.0.2, the generation is started nonetheless.

But sn't there a case where you create a directive with Rules in it ? (or the other way round)

It happens even when no rule are linked to the new directive, when it should not.
