Bug #6343: When a technique reports several time the exact same text, there is only one report generated

rudder_common_report and rudder_common_report_generic are not really compatible with multiinstance technique - if we call twice the same report, it won't report the second time
as stted in the parent ticket, we should create new version of them, with "index" as parameter to handle multi instance technique properly.
Caution, the merge upward to 3.0 may be tricky
