Bug #6453: Badly explain minimum requierement for Rudder in documentation

Description
On #6453, the correction use <<ref, name>> to reference titles on other paragraphe. For some reason, that is breaking the build even it's the documented way of doing that, and one should use <xref linkend="ref"/>.
