Add openssl command line on windows - tools
Description
We need the openssl command line, and not only the lib on all plateform that will sign the inventories.
In windows, I think that only the lib is bundled with CFEngine, so we need to find a way to also add the command.

with dll dependencies offered.
We should probably had that in tools as well, to be sur it is distributed
