Description

By default, the webapp displays a 0% compliance meter when no reporting data is available (a new install without rules), even if the reporting configuration is all right.

We should maybe either:
  • Display something like "No data available yet"
  • Display 100% (no compliance ~= full compliance = "You asked me nothing, I did nothing, everything's good")
