Description

Since at least 2.10, it seems that the metadata.xml file for distributePolicy is broken:

- it does not have a <system>true<system> tag,
- it has 2 <systemvar> section.

Seems like a broken merge, but strangelly it does not seems to break anything (or perhaps just breaks things in subbtle ways).
