Description

When using the Enforce a file content - Migrate Lines Directive, Blocks of text with repetitive content are not migrated correctly
In my case I use it to populate .ssh/config
I have a common set which I use across all servers and use a zone to place them in
The blocks not included in the zone are not migrated but instead certain keywords are randomly migrated with each run eventually breaking the config file resulting in the server not being able to make outbound ssh connections

I'm using rudder 3.1.1 but this has always been and issue since 1.8 as far as I can remember
Current Technique version is v 7.0 but also an issue in all other versions
