Architecture #7148: Upgrade CFEngine to 3.7.0
Upgrade to CFEngine 3.7.1
Description
Since #7148 was included, CFEngine have released a bug fix version, 3.7.1, and we have not yet released any version with 3.7.0 in. Therefore, this ticket will upgrade the agent included in the next version of Rudder to 3.7.1.

The tarball is now available on our local mirror: http://www.normation.com/tarball/cfengine/cfengine-3.7.1.tar.gz
I've opened a PR for this, but against the master branch, which is soon to be branched into a 3.2. So we may not want to merge it quite yet...

This bug has been fixed in Rudder 3.2.0~beta1 which was released today.
