A policy server that haven't got any node connected to it don't share the masterfiles server, which may prevent to have the first node connecting to it

Description
the folder masterfiles is shared only if there already is a node connected to the policy server
however, when we first install a relay or a server, it doesn't have any node,so none can connect to the masterfiles folder, and so can't register
