Initial promises and techniques set group to "root" rather than 0, breaking non-Linux OSes

Description
Group root doesn't exist on mos unix, so we should use 0 rather than root
It is correctly done in techniques, but not in initial promises

This bug has been fixed in Rudder 2.11.17, 3.0.12 and 3.1.5 which were released today.
